How Newton founded his II and III laws?

....He gave a force "F" by kicking a goat, it made a sound "MA" so he formulated II law

"F=MA"

After few seconds goat kicked him back.

Then he formulated III law "For Every Action There is an Equal and Opposite Reaction"
